Is my mucus turning from clear to white mean im getting better?

At the start it was clear and i just had a dry cough but now it's changed i got a cough still but now i got a bit of a blocked nose and a bit more flem in my throat, I heard that means that your body is getting rid of the mucus at this stage which means your getting better.
