My Chihuahua coughs when excited, like she has flem, is that normal?

It sounds like she needs to cough hard to clear her throat... but when she relaxes it stops.This only happens once a day when I get home from work... I know she used to be around a smoker, would that have anything to do with this? If so what should I do?
