Schizophrenia & bipolar disorder (Houston)?

A friend of mine's mother is schizophrenic and has bipolar disorder. She gets a check for $670 from social security per month and is basically what she lives off of. Are there any resources to help her with housing or treatment in the Houston area? She is moving here tomorrow with my friend/her daughter. Any insight would be great! Thanks.
