How can i make it go away?

Latley if been having this werid crap on my lips. Its sticky lile glue. Its almost like flem. Its gooey and werid. Its on a line across my upper lip and lower.I have to wipe it up every 5 minutes, What is it and how can i make it go away? Also, ive had a really stuffy nose latley and im really congested. i drink is water and i take a pill for it but its not helping. Any ideas???
