Where can I find a Dutch speaker to practice with?

I'm learning Dutch but I don't have many people to practice on! I live in The Netherlands but I'm at home mostly and my neighbours are out at work. I try to speak some Dutch in shops etc but it's limited. Does anyone know something I can do online with other other Dutch speakers etc? I have plenty of resources - books, cds etc so that's not the problem and I try to watch Dutch tv and read local papers and books. I thought maybe some type of penpal I can email. Any ideas?
