Why do we get chest congestion and Flem build up during winter months ?

I have a lot of Flem build up in my throat due to the changing weather, especially during the cold weather and I am constantly having to clear my throat ......by coughing......yesterday I had to cancel a meal out because of this flem biuld up...can someone advise me please ?
